Francesca Manes Rossi

Associate Professor of Accounting

Francesca Manes Rossi is Associate Professor of accounting in the Department of Economics, Management and Institutions at the University of Naples, Federico II, where she teaches and conducts research on public accounting and management. She earned her PhD in International Accounting from Federico II University in Naples (Italy).

She is an experienced educator and researcher specializing in International Public Sector Accounting Standards (IPSAS) as well as International Financial Reporting Standards (IFRS) and other accounting issues related to management accounting, performance measurement and audit.

She has been visiting scholar in several universities all around the world.

Francesca has also trained local, state and regional government officials on public budgeting, financial management and audit practices in Italy and has been active in providing consulting services to public sector entities. In the last years she has developed special skills in the field IPSASs and in intellectual capital. She acts as ad-hoc review for several international journals and is part of the Scientific Committee of Tékhne – Review of Applied Management Studies, the Spanish Accounting Review and the International Journal of Public Administration. In 2018 she has been appointed as associate editor for the Journal of Public Budgeting, Accounting & Financial Management (Emerald).

Francesca is co-chair of the XII Permanent Study Group of EGPA (European Group of Public Administration), promoting research on the implementation of IPSAS in European Countries. As co-chair, Francesca is co-editor of the book series in Public Financial Management published by Palgrave and have edited several collective books. She had lead (with Josette Caruana and Maria Francesca Sicilia) the Task force CIGAR-EGPA-IRSPM for the year 2018, commenting exposure drafts and consultation papers issued by the IPSASB and she continue to be an active member of the Task force.

In the last few years she has researched intensively in Intellectual capital and Integrated Reporting in public sector entities and since 2015 she is co-chair of the mini-track on Intangibles in Public Sector in the EIASM conference on Intangibles.
